In accordance with 49 Code of Federal Regulations, Part 26 the Kansas Department of Transportation (KDOT), as a recipient of federal-aid highway funds, has a legal obligation to implement a DBE program and establish an overall goal for DBE participation every three years for its federally assisted contracts. The overall goal must be based on demonstrable evidence of the availability of ready, willing, and able DBEs relative to all businesses ready, willing, and able to participate in its federally assisted contracts. The goal should reflect the level of DBE participation to be expected absent the effects of discrimination.

The proposed overall DBE goal for FFY 2022 – 2024 is 10.26%.

-the availability of disadvantaged and non-disadvantaged businesses;
-pros and cons of the goal setting methodology;
-the effects of discrimination on opportunities for DBEs; and
-KDOT’s efforts to establish a level playing field for the participation of DBEs.
